Management Team

Ops Plus takes pride in its quality management team, which includes representatives from several divisions.

Bridgette Pregliasco, President
Bridgette Pregiliasco, has over 23 years of experience in university administration (University of Louisville and Northern Kentucky University). Bridgette has a B.BA. in Management from the University of Kentucky and a Doctorate in Higher Education Administration from the University of Louisville. She became owner and president of Ops Plus in 2006 upon the death of her husband, Stephen Pregliasco, the founder of Ops Plus, Inc.

Debora Conway, Vice President
While starting out with Ops Plus in 2001 as controller, Debbie became vice president in 2006. Her responsibilities with Ops Plus since July of 2001 have encompassed primarily the financial and operational areas. Her educational background includes a B.A. from Ball State University and a M.A in Management, from Webster University . In January 2008, Debbie became a minority Owner in Ops Plus.

Paul Lee, Design Services Manager/Safety Coordinator
Paul has worked for over 37 years around the utility industry, primarily in gas and electric design. His vast experience and attention to customer service has been instrumental in helping Ops Plus gain large, multi-year contracts at a major utility. Paul has worked closely with the client’s management in a wide variety of process improvement and training initiatives. He offers 20 years of supervisory and managerial experience with additional skills in training program development. At Ops Plus, Paul currently supervises 30 employees over three service contracts. He also coordinates our safety program and oversees the company’s safety committee.

Eddie Miller, Electric Metering Manager
Eddie is a Public Service Certified (“PSC”) Meter Technician and is licensed in Kentucky with over 30 years of experience in this field. His areas of responsibility include three-phase and single-phase meter installations, meter testing, send back investigations, trouble work, cut off and cut on procedures and capacitor control installation and maintenance. Eddie manages the group that provides contract services in the utility environment and has worked at Ops Plus for eight years.

Dwayne Buckles, Business Development Manager
Dwayne is a University of Kentucky graduate with a BS in Mechanical Engineering and has worked in manufacturing and engineering with both local and international companies. His experience includes the automotive, appliance, electrical and office products industries. Most recently, he worked with The Continuous Improvement Center to help clients use Lean and Six Sigma tools to streamline operations and efficiently manage systems. He completed his Green Belt Training in Lean Six Sigma in spring 2010.

Jack Kastensmidt, PE, PLS, Chief Engineer
Jack was the president and principal engineer with Cassidy Associates, Inc. from 1994 to early 2009. Ops Plus was pleased to bring Jack and several other Cassidy team members on with Ops Engineering LLC, an Ops Plus subsidiary, in February 2009. Jack has been a Professional Engineer and Professional Land Surveyor for over 35 years and specializes in surveying, site plan design, utilities design and relocations and structural design. Jack serves as Ops Engineering's responsible engineer.

Brian Dixon, PE  Engineer
Brian is a registered Civil Engineer with over 25 years of experience.  He joined Ops Plus in early 2011 bringing with him a wealth of expertise in areas that include wastewater collection design, pump station design, drainage design, site development, water distribution, and various other civil engineering related projects. Brian is a registered engineer in both Kentucky and Indiana.

Joel Latto, PLS, Land Surveyor
Joel leads our land surveying operation. With 10 years of experience as a licensed professional working in both commercial and residential environments, he has vast experience in legal descriptions, right-of-way acquisitions and ALTA land surveys. Since 1991, Joel has performed more than 1,500 residential boundary or easement retracement surveys throughout central Kentucky. He has a B.S. from Murray State University with an emphasis in civil engineering technology.
